The founder, David Dubinsky, a Norfolk firefighter, embarked on this journey in 1983, arriving in Virginia Beach with a vision and $500. In 2007, Dubinsky opened Jack Frost Landscapes and Garden Center on Holland Road in Virginia Beach. Over the past 17 years, they have installed creative landscapes and hardscapes, which include many great outdoor living spaces designed by their professional designers.
